I came across this link today which backs up what I have thought for a while - the Government doesn’t understand human nature or the best ways to save energy and Home Information Packs border on the ridiculous. We are all interested in saving money but not if we have to wait for years to see the benefits. In practice continuous small reductions work far better. JSutils Releases DownOff 1.0

DownOff monitors the average download rate and initiates computer shutdown if the download rate has been below a specified percentage for a preset time. It can be started manually or automatically via the Windows Task Scheduler. DownOff works by monitoring the download directory rather than watching a particular file.
